Dubuque County Jail operates inside the Dubuque Law Enforcement Center at 770 Iowa St., Dubuque, IA 52001. The official operator is the Dubuque County Sheriff's Office. The jail address is not the only downtown address that matters. The official visitation page sends jail visitors to 855 Central Avenue, and the Dubuque Police Records Division at the same Central Avenue address also serves as the records division for Dubuque County Sheriff's Office reports. Court users may be headed to the Dubuque County Courthouse at 720 Central Avenue. Those three addresses are close, but they serve different tasks, so a person confirming custody, visiting, requesting a report, or checking a court case should use the right door.

Dubuque County Jail Capacity

No current county-published jail population dashboard was located in the research. The most defensible capacity figure is 212, because Vera's jail-construction data lists a 2003 Dubuque new jail project that raised capacity from 46 to 212, and a Dubuque County 2022 food-service RFP told vendors to be ready to handle 212 inmates. The same RFP gave calendar-year 2021 average daily population figures of about 143 adults and about 3 youth for food planning.

KCRG reported on December 11, 2023 that Sheriff Joe Kennedy said the jail capacity was 212, that 181 spaces were reserved with beds, and that the jail had 172 inmates that Monday. That is dated local reporting, not a live county dashboard. The P2C roster endpoint also returned 127 public records during June 2026 research, but a single roster snapshot is not an average daily population and should not be treated as a trend.

Dubuque County Jail Visits

Dubuque County Jail visitation uses JailATM scheduling. On-site visits are video visits at the visitation address, not informal lobby visits at a housing unit. The county says visits must be scheduled at least 24 hours ahead, one visitor may visit at a time, picture identification with address is required, visitors under 18 are not allowed, and cell phones and cameras are not permitted in the visitation area. Personal mail for Dubuque County Jail changed to a JailATM processing address effective August 5, 2025. Dubuque County Jail Booking

Most Dubuque County Jail records begin after arrest by the sheriff's office, Dubuque Police Department, or another law-enforcement agency, followed by transport or surrender to the jail. Booking can include identity checks, property inventory, medical screening, the booking photo process, charge entry, and classification. A booking charge on the roster is not always the formal court charge that later appears in Iowa Courts Online after prosecutor review.

People reporting for ordered jail time have a more specific published process. The scheduling-jail-time page says to call 563-589-4420 ext. 3 Monday-Friday from 8:00 AM to 8:00 PM, report on time at 770 Iowa Street, bring money owed for jail time, and avoid bringing unapproved property. Clothing, jewelry, wallets, and property worn or carried at booking are inventoried, stored, and returned at release or transfer. The county lists room and board at $50 per day up to $2,000 total for scheduled jail time.

Dubuque County Jail Programs

Dubuque County Jail has documented work release, GPS or electronic monitoring, a house arrest program, commissary, structured phone service, video visitation, and scheduled jail-time reporting. Work-release eligibility is not automatic. The county lists factors such as a judge's prohibition, criminal history, violent or sex-offense history, sentence length, recent failure to appear, prior absconding, victim or witness intimidation, in-custody interview issues, permanent Dubuque County address, no-contact-order issues, inability to provide a negative UA, unpaid room-and-board debt, and some types of employment.

Iowa Administrative Code jail standards also matter for Dubuque County Jail records. State jail standards address capacity, inspections, classification, medical care, suicide prevention, incident logs, grievances, and serious-event reporting.
