Dubuque County Jail Overview
Dubuque County Jail operates inside the Dubuque Law Enforcement Center at 770 Iowa St., Dubuque, IA 52001. The official operator is the Dubuque County Sheriff's Office. The facility holds people after local arrest, people awaiting first appearance or case progress, sentenced jail commitments, warrants, probation or pretrial violations, and other lawful holds. The jail also coordinates work release, house arrest, GPS or electronic monitoring, and court-ordered jail-time reporting when a court order or jail approval allows that status.
The jail address is not the only downtown address that matters. The official visitation page sends jail visitors to 855 Central Avenue, and the Dubuque Police Records Division at the same Central Avenue address also serves as the records division for Dubuque County Sheriff's Office reports. Court users may be headed to the Dubuque County Courthouse at 720 Central Avenue. Those three addresses are close, but they serve different tasks, so a person confirming custody, visiting, requesting a report, or checking a court case should use the right door.
The county's Dubuque County Jail services page is the official hub for mail, money, phones, visitation, scheduling jail time, work release, and house arrest. The image below shows the jail service topics grouped by the county rather than by a third-party index.
That county service page is useful because Dubuque County Jail inmate access is split across several tools: the roster for custody, JailATM for visits and mail processing, Access Corrections for deposits, and ICSolutions for phone accounts.
Dubuque County Jail Capacity
No current county-published jail population dashboard was located in the research. The most defensible capacity figure is 212, because Vera's jail-construction data lists a 2003 Dubuque new jail project that raised capacity from 46 to 212, and a Dubuque County 2022 food-service RFP told vendors to be ready to handle 212 inmates. The same RFP gave calendar-year 2021 average daily population figures of about 143 adults and about 3 youth for food planning.
KCRG reported on December 11, 2023 that Sheriff Joe Kennedy said the jail capacity was 212, that 181 spaces were reserved with beds, and that the jail had 172 inmates that Monday. That is dated local reporting, not a live county dashboard. The P2C roster endpoint also returned 127 public records during June 2026 research, but a single roster snapshot is not an average daily population and should not be treated as a trend.
| Measure | Figure | Source context |
|---|---|---|
| Jail capacity after new project | 212 | Vera jail-construction dataset, 2003 Dubuque project |
| Food-service planning maximum | 212 inmates | Dubuque County 2022 jail food-service RFP |
| 2021 adult average daily population | Approx. 143 | Dubuque County 2022 jail food-service RFP |
| 2021 youth average daily population | Approx. 3 | Dubuque County 2022 jail food-service RFP |
| December 2023 count | 172 inmates | KCRG local report quoting Sheriff Kennedy |
| December 2023 bed spaces | 181 spaces with beds | KCRG local report |
Dubuque County Jail Inmate Lookup
Current Dubuque County Jail custody is searched through the official Police-to-Citizen Inmate Inquiry, which is linked from the county's public view/P2C resources. The P2C roster is for current county jail inmates, not sentenced Iowa prison custody and not federal or immigration detention. The main grid shows name, primary charge, arrest date, and booking agency, with filters that can use first name, last name, race, sex, age, charge, arrest date, and booking agency.
The official P2C Inmate Inquiry roster is the right first stop for current Dubuque County Jail inmates. The screenshot below shows the public roster grid that was inspected for the research file.
The recent-arrests photo page is separate from the current-inmate roster, so a booking photo on P2C Recent Arrests should not be read as proof that the person remains in Dubuque County Jail custody.
- Open the official P2C Inmate Inquiry from the sheriff-linked P2C resources or the direct roster URL.
- Browse the current table or use first-name and last-name fields when the search panel is visible.
- Select "Filter Inmate List" to narrow by hidden grid fields such as middle name, race, sex, age, charge, arrest date, or booking agency.
- Click a matching row to open the detail action if the browser session supports the P2C postback.
- If no Dubuque County Jail result appears, call the jail office, check records, search Iowa Courts Online, or use the Iowa DOC, BOP, ICE, and IowaVINE channels when the custody type has changed.
| Roster field | How it helps |
|---|---|
| Name | Displays last, first, middle with race, sex, and age summary. |
| Primary Charge | Shows the main listed custody or arrest charge, not necessarily the final court charge. |
| Arrest Date | Gives the roster arrest date in month/day/year format. |
| Booking Agency | Identifies the agency tied to the booking, observed as Dubuque County Sheriff's Office. |
| Filter fields | Can narrow by first, middle, last name, race, sex, age, charge, arrest date, or agency. |
Dubuque County Jail Contact
Use the jail office for custody questions that the public roster does not answer, the records room for official reports, and non-emergency dispatch for non-urgent law-enforcement routing. Records and visitation both point to Central Avenue, while the jail, sheriff, money kiosk, and self-surrender address point to the Law Enforcement Center on Iowa Street.

Dubuque County Jail Visits
Dubuque County Jail visitation uses JailATM scheduling. On-site visits are video visits at the visitation address, not informal lobby visits at a housing unit. The county says visits must be scheduled at least 24 hours ahead, one visitor may visit at a time, picture identification with address is required, visitors under 18 are not allowed, and cell phones and cameras are not permitted in the visitation area. Attorney and clergy visits are treated separately from the general visitation rules.
The county Dubuque County Jail visitation page documents the on-site and off-site limits, the Central Avenue visit address, and the JailATM scheduling requirement. The screenshot below is included because visitation rules are a frequent source of wrong-address trips.
The key planning point is that visits are scheduled before arrival. Technical problems with the visit system go to Inmate Calling Solutions customer care at 1-888-646-9437, not to jail lobby staff.
| Visit type | Schedule or limit | Requirements |
|---|---|---|
| On-site video visit | Two free 25-minute visits per inmate per week | Monday-Friday, excluding holidays, 8:00 AM-4:00 PM; housing-unit hours vary |
| Off-site video visit | One 15-minute visit per day for a fee | Evenings, weekends, and holidays may be available through JailATM |
| Scheduling | At least 24 hours before the visit | Use JailATM and select the Dubuque County Jail inmate |
| Visitor rules | One visitor at a time | Picture ID with address required; no visitors under 18 |
| Visit location | 855 Central Avenue | No cell phones or cameras in the visitation area |
Dubuque County Jail Mail and Money
Personal mail for Dubuque County Jail changed to a JailATM processing address effective August 5, 2025. Personal letters sent directly to Dubuque County, Iowa, are returned to the sender under the county rule. Legal mail from a licensed attorney of record still goes directly to the jail, and business or transactional documents such as checks, money orders, birth certificates, Social Security cards, driver's licenses, green cards, and similar documents go directly to the jail facility with business-office attention.
The county Dubuque County Jail inmate mail page lists the JailATM processing address and the legal-mail exception. The screenshot below captures the mail-routing rule because the Jonesboro, Arkansas address is easy to miss.
Money for a Dubuque County Jail inmate can be deposited through Access Corrections online, by phone at 866-345-1884, or through the lobby kiosk at the Law Enforcement Center. Cash, checks, and money orders mailed to the jail are not routinely placed on an account without prior jail administration approval. Phone accounts use ICSolutions, with account setup at 1-888-506-8407 and voicemail at 563-258-4600 for $0.50 per message.

Dubuque County Jail Booking
Most Dubuque County Jail records begin after arrest by the sheriff's office, Dubuque Police Department, or another law-enforcement agency, followed by transport or surrender to the jail. Booking can include identity checks, property inventory, medical screening, the booking photo process, charge entry, and classification. A booking charge on the roster is not always the formal court charge that later appears in Iowa Courts Online after prosecutor review.
People reporting for ordered jail time have a more specific published process. The scheduling-jail-time page says to call 563-589-4420 ext. 3 Monday-Friday from 8:00 AM to 8:00 PM, report on time at 770 Iowa Street, bring money owed for jail time, and avoid bringing unapproved property. Clothing, jewelry, wallets, and property worn or carried at booking are inventoried, stored, and returned at release or transfer. The county lists room and board at $50 per day up to $2,000 total for scheduled jail time.

Dubuque County Jail Programs
Dubuque County Jail has documented work release, GPS or electronic monitoring, a house arrest program, commissary, structured phone service, video visitation, and scheduled jail-time reporting. Work-release eligibility is not automatic. The county lists factors such as a judge's prohibition, criminal history, violent or sex-offense history, sentence length, recent failure to appear, prior absconding, victim or witness intimidation, in-custody interview issues, permanent Dubuque County address, no-contact-order issues, inability to provide a negative UA, unpaid room-and-board debt, and some types of employment.
Iowa Administrative Code jail standards also matter for Dubuque County Jail records. State jail standards address capacity, inspections, classification, medical care, suicide prevention, incident logs, grievances, and serious-event reporting. The Iowa DOC recognized six counties for outstanding jail operations in 2024 and noted that Iowa jails undergo annual inspection under Iowa Code Chapter 356 and administrative jail standards. That statewide framework supports oversight, but no current public Dubuque County inspection report was located in the research.
Note: Confirm custody and visit approval with Dubuque County Jail before traveling to Central Avenue or sending money.
